Forging a Billion-Dollar Creative Alliance

Both France and Korea have committed €500 million ($581 million) each, totaling €1 billion ($1.16 billion), to establish the Lumière Partnership. This joint venture is set to begin allocating funds from 2027 through 2031, aiming to bolster the global screen industry. The initiative is open to additional countries and is particularly interested in supporting companies that demonstrate the ambition and capability to compete on an international stage.

Leadership's Vision for Cultural Collaboration

The Lumière Summit, where this partnership was announced, is co-chaired by French President Emmanuel Macron and South Korean President Lee Jae-myung. President Macron articulated in a published piece that despite their distinct histories, both nations exemplify how engaging with the world can enhance, rather than diminish, unique creative cultures.

France's Strategic Investment in Creativity

France's financial contribution will be managed by Bpifrance, the national public investment bank. This institution has been a staunch supporter of the country's cultural and creative industries since 2020. In collaboration with the Centre national du cinéma et de l’image animée (CNC), Bpifrance has already propelled nearly 150 companies through its French Touch plan. The newly allocated funds will facilitate various financial instruments, including equity investments for expanding companies, dedicated funding for research and development, and co-financing structures to mitigate risks with private investors and banks.

Korea's Parallel Commitment to the Partnership

Korea's reciprocal commitment of €500 million ($581 million) elevates the total partnership fund to an impressive €1 billion ($1.16 billion). The alliance actively welcomes participation from other nations. All investments made under this partnership will adhere to the principles established at the summit, emphasizing the primacy of human creativity, robust copyright protection, and the promotion of cultural diversity.

Booming International Production in France

This announcement coincides with a significant surge in international production activities within France. Since January 2026, foreign productions have invested €628.5 million ($730 million) in the country, covering fiction, animation, and visual effects. Projections indicate that this figure could reach €1 billion ($1.16 billion) by year-end, doubling the previous year's total. This growth spans various formats and originates from countries including the U.S., U.K., Belgium, Italy, Egypt, and Indonesia, utilizing diverse French filming locations. This success is attributed to enhanced tax incentives and strategic public investments from France's “Grande Fabrique de l’Image” program, which has expanded studio capacity, technical infrastructure, and workforce training.
